The Embassy of Tanzania in Washington, DC hosted the launch of the African Diaspora Marketplace III (ADMIII), on October 27th 2014. ADM is an opportunity for African diaspora members who are involved in businesses in their home country to acquire a grant from the United States Agency for International Development (USAID), which works together with Western Union and Homestrings to provide grants and technical support to these businesses. The Marketplace was initiated in 2009 in recognition that many Africans in the US are involved in projects in their home country but could use some extra help in terms of funding and technical support. ADM III will be open for application submission toward the end of 2014 and will focus mainly on funding African businesses that are looking to increase the use of ICT in their work. More information available at www.diasporamarketplace.org.

H.E. Ambassador Liberata Mulamula sharing her remarks to the audience of the ADM III launch. Since ADM I and II had only one Tanzanian participant, she encouraged those in the Tanzanian diaspora to take advantage of this opportunity and apply for the grant funding. As a woman Ambassador, she was heartened to announce that the ADM has a strong partnership with the African Womens Entrepreneurship Program (AWEP), and that there is a special effort to promote women-owned businesses.

The first Africa Mountains Regional Forum closed Friday at Ngurdoto Mountain Lodge in Arusha, Tanzania, and called upon African states to develop and implement mountain-specific policies and laws and mainstream sustainable mountain development in their national development agenda. The forum that attracted over 100 participants from different African countries formally established the African Mountain Forum as the main coordinating body to promote the sustainable mountain development agenda in Africa.

“The mountain places across Africa are under attack because of the belief that the closer you are [to the mountain], the better the status that you have,” said Hon. Lazaro Nyalandu, the Tanzanian Minister for Natural Resources and Tourism and the chief guest. “We have invited Members of Parliament from Arusha and Kilimanjaro regions to discuss the creation of the Mt. Kilimanjaro and Meru Ecosystem Protection Fund. Something has to be done, we are going to protect this ecosystem.”

The meeting was also attended by Uganda’s Minister of State for Environment, Hon. Flavia Munaaba Nabugere. The mountains forum was organized by the East African Community in partnership with Albertine Rift Conservation Society (ARCOS) and the Africa Mountain Partnership Champions Committee (AMPCC).

It was made possible with support from the US Agency for International Development-East Africa (USAID/EA) which is supporting the EAC Biodiversity agenda through the PREPARED Programme, as well as the United Nations Environment Programme (UNEP), Austrian Development Cooperation and the Swiss Agency for Development and Cooperation.

The Principal Environment and Natural Resources Officer, East African Community, Ms. Wivine Ntamubano, who represented the Hon. Jesca Eriyo, EAC Deputy Secretary General, Productive and Social Sectors, said, “The East African Community’s emphasis is on the protection and conservation of shared trans-boundary, environment, natural resources and ecosystems that call for common approaches and collective measures. ”

Trans-boundary mountains in the region include the Mt. Elgon, which bestride Kenya and Uganda; the Virunga range shared by Rwanda, Uganda and Democratic Republic of Congo and Mt. Rwenzori at the border of Uganda and DR Congo. Mountains are the water towers of the world, supplying half the world’s population with freshwater for drinking, domestic use, irrigation, industry and hydropower.

Given the growing scarcity of water resources, experts say integrated and proper management of mountain water resources should become a global priority. The forum concluded with the adoption of the Arusha Outcomes in which the delegates requested the African Union together with the African Ministerial Conference on the Environment (AMCEN), Regional Economic Communities and other partners to adopt an Africa regional mountain agenda together with its governance framework for sustainable mountain development in Africa. The participants also called for inter-sectoral collaboration in the protection and management of African mountains given their critical importance as water towers, centers for economic development and a source of livelihoods for the mountain communities.

The Tripartite Sectoral Committee of Ministers meeting in Bujumbura, Burundi from 24 – 25 October 2014, agreed that the Tripartite Summit of Heads of State and Government to be held in Egypt in mid-December 2014 would launch the Tripartite Free Trade Area taking into account the fact that the majority of the Tripartite Member/Partner States have made ambitious tariff offers and were agreed on Rules of Origin to be applied in the interim whilst further work continues on product specific Rules of Origin.

The Tripartite Free Trade Area encompassing 26 Member/Partner States from the Common Market for Eastern and Southern Africa (COMESA), East African Community (EAC) and the Southern African Development Community (SADC), with a combined population of 625 million people and a Gross Domestic Product (GDP) of USD 1.2 trillion, will account for half of the membership of the African Union and 58% of the continent’s GDP.

The Tripartite FTA popularly known as the Grand Free Trade Area, will be the largest economic bloc on the continent and the launching pad for the establishment of the Continental Free Trade Are (CFTA) in 2017.

The Tripartite Free Trade Area offers significant opportunities for business and investment within the Tripartite and will act as a magnet for attracting foreign direct investment into the Tripartite region. The business community, in particular, will benefit from an improved and harmonized trade regime which reduces the cost of doing business as a result of elimination of overlapping trade regimes due to multiple memberships.

The launching of the Tripartite Free Trade Area is the first phase of implementing a developmental regional integration strategy that places high priority on infrastructure development, industrialization and free movement of business persons. In order for the Tripartite FTA to realize inclusive and equitable growth, the meeting agreed on the need for expeditious formulation and implementation of a regional industrial programme.

The Chairperson of the Ministerial meeting, Honourable Chiratidzo Iris Mabuwa, Deputy Minister of Commerce and Industry of Zimbabwe, hailed the agreement to launch the Grand FTA as a milestone in regional and continental integration.

“Africa has now joined the league of emerging economies and the grand FTA will play a pivotal and catalytic role in the transformation of the continent”, she declared at the close of the meeting. “We have made significant progress in negotiations on trade in goods, and we now need to expedite negotiations on trade-related areas, including trade in services, intellectual property and competition policy to ensure equity, among all citizens of the wider region”, she declared.
