    Naibu Waziri wa Maendeleo ya Jamii, Jinsia na Watoto, Mhe. Dkt. Pindi Chana (Mb.), leo tarehe 28 Oktoba, 2014 amefanya ziara katika Chuo cha Maendeleo ya Wananchi Arnautoglu – Ilala, Dar es salaam, kwa lengo la kukagua maendeleo ya utoaji wa mafunzo kwa wananchi. Chuo cha Maendeleo ya Wananchi Arnautoglu hutoa mafunzo ya muda mrefu, muda mfupi na mafunzo nje ya chuo, ambayo yote yamelenga katika kutoa stadi na maarifa mbalimbali yanayowawezesha washiriki kupata ujuzi ili waweze kujiajiri wenyewe au kuajiriwa katika Taasisi mbalimbali kwa lengo la kuzalisha mali na hivyo kujiongezea kipato na kupunguza umaskini. Kwa upande wa mafunzo ya muda mrefu asilimia kubwa ya Wanafunzi wanaojiunga na Chuo hiki ni watu wenye ulemavu, wengi wao wakiwa na ulemavu wa akili.

    Naibu Mwakilishi wa Kudumu wa Tanzania katika Umoja wa Mataifa, Balozi Ramadhan Mwinyi akizungumza muda mfupi kabla wajumbe wa Baraza Kuu la Umoja wa Mataifa hawajapigia kura ya kutaka vikwazo vya kiuchumi, kibiashara na kifedha ambavyo Marekani imeiwekea Cuba viondolowe. nchi 188 zilipiga kura ya ndiyo, mbili zilipiga kura ya hapana na tatu zilipiga kura ya kutofungamana na upande wowote.

    Kwa mwaka wa 23 sasa hapo jana ( Jumanne ) Nchi wanachama wa Umoja wa Mataifa wamepigia kura Azimio linaloitaka Marekani iondoe vikwazo vya kiuchumi, kibiashara na kifedha dhidi ya Cuba.

    Katika upigaji kura huo , nchi 188 ikiwamo Jamhuri ya Muungano wa Tanzania zilipiga kura ya ndiyo Azimio hilo ambalo liliwasilishwa mbele ya wajumbe na Waziri wa Mamb ya Nje wa Cuba, Bw. Bruno Rodriquez Parrilla Marekani na Israel zenyewe zilipiga kura ya hapana, huku Micronesia, Marshall Islands na Palau wakipiga kura ya kutoegemea upande wowote ( abstentions).

    Akizungumza kabla ya upigaji kura huo kufanyika, Naibu Mwakilishi wa Kudumu wa Jamhuri ya Muungano wa Tanzania, Balozi Ramadhan Mwinyi aliungana na wazungumzaji wengine katika kuitaka Marekani na Cuba kumaliza tofauti zao za kidiplomasia ili waweze kushirikiana na nchi nyingine katika kuzitafutia ufumbuzi changamoto mbalimbali zinazomkabili mwanadamu.

    Akasema dunia imeshuhudia namna gani mataifa mengi yalivyojitoa muhanga zikiwamo Cuba na Marekani ambapo wamepeleka wataalamu wao wa afya, wanajeshi na vifaa ili kuukabili ugonjwa wa Ebola katika nchi za Liberia, Sierra Leone na Guinea ambazo zimeathirika vibaya kwa ugonjwa huu.

    Akasisitiza kuwa mlipuko huo wa Ebola umethihirisha namna gani mataifa yanavyoweza kushirikiana na kufanya kazi kwa pamoja na kwamba mataifa yanatakiwa kujenga mshikamano imara dhidi ya maadui wa binadamu na siyo kupingana wenyewe kwa wenyewe.

    Balozi Mwinyi akaongeza kuwa Tanzania ambayo ni nchi rafiki kwa Marekani na Cuba, kwa mara nyingine inasikitika kusimama na kuzungumzia kuhusu vikwazo hivyo ambavyo licha ya maazimio mengi kupitishwa na Baraza Kuu la Umoja wa Mataifa. Bado vikwazo vinaendelea.

    Vile vile Balozi Mwinyi amesema hali ya kuendelea kwa vikwazo hivyo kunasikitisha kutokana na sababu kuu mbili za msingi. Kwanza kuchelewa kulipatia ufumbuzi tatizo hilo kunadhoofisha hadhi ya Umoja wa Mataifa, chombo chenye dhamana ya kuhifadhi Amani na usalama wa kimataifa, kuhuisha haki za binadamu, uchumi na ustawi wa wote.

    Akasema inaposhindikana kutekelezwa kwa maazimio yanayopitishwa na Baraza Kuu la Umoja wa Mataifa ni kushindwa kwa wanachama wote. Sababu ya pili ambayo amesema inasikitisha ni kuona kuwa Nchi ambayo ilikuwa mwazilishi wa Umoja wa Mataifa ( Marekani) inaendelea kupuuza wito ambao umekuwa ukitolewa mara kwa mara, wito unaotolewa wanachama wa Umoja wa Mataifa wa kutaka kusitishwa mara moja na bila masharti yoyote vikwazo dhidi ya Cuba.

    “ Tatizo hili ( vikwazo) linaweza kuwa ni la kati ya nchi hizo mbili. Lakini kuendelea kwake na muda mrefu kunavuka mipaka ya nchi hizi mbili” akasema Balozi Mwinyi

    Until the recent past, the recounts of most Tanzanians in the Diaspora had been filled with horrific and disappointing experiences regarding mismanagement of funds and investment attempts back home in Tanzania. Most Diasporas entrusted their projects and investments back home to their immediate relations, which, more often than not, led to devastating consequences.     Mkutano wa faragha wa Makatibu Wakuu, Naibu Makatibu Wakuu na Makatibu Tawala wa Mikoa umeandaliwa na ofisi ya Katibu Mkuu Kiongozi ikishirikiana na UONGOZI Institute yenye lengo kuu ya viongozi hawa kujadiliana kuhusu mada kuu ya Mifumo ya Ufuatiliaji na Tathmin, pamoja na maswala mbali mbali za kitaifa. Mkutano huu wa siku mbili ulifanyika tarehe 27-28 Oktoba, 2014 mjini Dodoma.

    “Napenda kuishukuru sana Taasisi ya Uongozi, na Mtendaji wake Mkuu, Prof. Joseph Semboja, kwa mchango wao mkubwa katika kuandaa na kuendesha mikutano yetu hii, na juhudi nyingine za kujenga uwezo wa uongozi kwa watendaji waandamizi na wakuu ndani ya Utumishi wa Umma,” alisema Balozi Sefue kwenye ufunguzi wa mkutano huu.

    Mkutano ulikuwa na mada mbali mbali zinazohusu mifumo ya ufuatiliaji na tathmini, ikiwa ni pamoja na utekelezaji wa mfumo wa usimamizi wa utekelezaji miradi ya kipaumbele, yaani Matokeo Makubwa Sasa (Big Results Now!) baada ya mwaka mmoja wa kutekeleza mfumo huo, pamoja na uzoefu kutoka Afrika Kusini kutoka kwa Dk. Sean Philips, Mkurugenzi Mkuu wa Kitengo cha Ufuatiliaji na Tathmini kwenye Ofisi ya Rais wa Afrika Kusini.

    “Ukweli ni kuwa kila mahali duniani ambapo kumewekwa mifumo madhubuti ya ufuatiliaji na tathmini, iwe Serekalini au sekta binafsi, matokeo chanya na makubwa yamekuwa wazi na ya haraka,” alisema Balozi Sefue.

    Kigali is to play host to the 8th Inter-Parliamentary Relations Seminar (Nanyuki Series), scheduled for October 31st to November, 1st 2014. The seminar is organized by EALA in conjunction with the Association of European Parliamentarians with Africa (AWEPA).

    The Seminar themed: “Insecurity and Terrorism as Threats to EAC Integration: How Can EAC Develop a Common Position”  brings together an estimated 250 participants drawn from Partner States National Assemblies, EALA, academicians, high ranking Government officials as well as other regional stakeholders.

    The seminar is to be facilitated by high profile speakers from within and beyond the East African Community region who will make presentations and spur discussions on the status of the EAC economy, status of security in the EAC region and the role of Parliamentarians and other stakeholders in ensuring regional peace and security in the EAC sub-region.

    Partner States agree that peace and security are pre-requisites to socio and economic development within the Community and vital to the achievement of the Objectives of the Community (see Article 5 (3) (f)).

    In this regard, the Partner States agree under Article 125 to foster and maintain an atmosphere that is conducive to peace and security through co-operation and consultations with a view to prevention, better management and resolution of disputes and conflicts between them. The Treaty further emphasises close co-operation in defense affairs. The EAC has also signed the Protocol on Peace and Security and the protocol is currently undergoing ratification in the Partner States.

    The seminar takes place against a background of efforts to contain the heightened insecurity in the region.  In the latest attack last year, Westgate shopping mall in Nairobi was hit by perceived terrorists who killed 70 people, injured hundreds and destroyed property worth millions of shillings. 

    The seminar aims at promoting functional relations between EALA and the National Assemblies as envisaged in Article 49 of the Treaty for the Establishment of the EAC. The issues for discussion will lead to proposals aimed at resolving the challenges that afflict the quality of life of the East African people and opportunities that are in place. It is through this forum that EALA briefs the Members of National Parliaments on the progress made in the integration process of EAC and the role of EALA in that process.

    It is anticipated that Members of the National Assemblies will be provided with an opportunity to appreciate the progress made so far in the EAC integration process and therefore the issues discussed will subsequently find their way to be agendas for National Assemblies.

    Hatimaye Mahakama ya Hakimu Mkazi Kisutu, jijini Dar es Salaam, imemwachia kwa dhamana Msanii  wa Muziki wa Kizazi Kipya (bongo fleva), Rashidi  Makwaro (29), maarufa kama Chid Benz, baada ya kutimiza masharti ya dhamana ya mahakaman hiyo.

    Chid Benz, alifikishwa mahakamani hapo jana akikabiliwa na mashitaka matatu ikiwemo kukutwa na Dawa za kulevya aina ya Heroin yenye thamani ya Sh. 38,638, bangi ya Sh. 1,720 na vifaa ya kuvutia dawa hizo kijiko na kigae.

    Hakimu Mkazi Mkuu, Warialwande Lema alisema mshtakiwa alitakiwa kuwa na wadhamini wa wawili wanaotoka kwenye taasisi zinazotambulika na wasio walimu pamoja na kusaini hati ya dhamana ya Sh. milioni moja.

    Upande wa Jamhuri uliongozwa na Wakili wa Serikali Mwanaamina Kombakono akisaidiana na Inspekta Jackson Chidunda.

    Wakili Kombakono alidai kuwa Oktoba 24, mwaka huu katika uwanja wa Ndege wa Julius Nyerere, uliopo Ilala jijini Dar es Salaam, mshtakiwa alikutwa dawa za kulevya aina ya heroin isivyo halali zenye uzito wa gramu 0.85.

    Katika shitaka la pili, ilidaiwa kuwa siku na eneo la tukio la kwanza, mshtakiwa alikutwa na gramu 1.72 za bangi isivyo halali.

    Wakili huyo wa serikali alidai kuwa, siku na eneo la tukio la kwanza na la pili, mshtakiwa alikutwa akiwa na vifaa vinavyotumika kuvutia dawa za kulevya aina ya heroin, kigae na kijiko huku akijua ni kosa.

    Mshtakiwa alikana mashitaka yote na upande wa Jamhuri ulidai kuwa upelelezi wa kesi hiyo bado haujakamilika.

    Hakimu Lema alisema kesi hiyo itatajwa Novemba 11, mwaka huu.

    The family of Mzee Solomon Seth Gwassa of Forest, Mbeya announces death of their beloved family member Mbaki Solomon Gwassa, that had happened on 28/10/2014 on road accident along Tunduma Road, Mbeya.

     The sudden death just happened while the family was on burial preparations for their elder Mzee Seth Asombwile Gwassa who died on 27/10/2014.
