Your Excellency Vice President,
Let me say how much honour you have done me, agreeing to officiate at the occasion of the launch of the book on “Udhibiti wa Huduma za Kiuchumi Tanzania:” the English translation of which would be Regulation of Public Utilities in Tanzania.
Development is about the accumulation of knowledge and experience by mankind and the application of this knowledge to master the environment. The transmission of this knowledge from one generation to another is the essence of continuity of civilization
Traditionally in Africa knowledge was passed from one generation to the next orally. The lack of written languages meant that this knowledge, passed on orally was distorted over time and could not be the basis of improvement of knowledge. I submit that failure to pass on knowledge through the written form is one of the major causes of Africa’s relative backwardness. The Challenge before us is how we could pass on accumulated experience and knowledge, in written form, a form which would be a basis for critique and further improvement.
It is in the context of the aforesaid that I decided to write this book, a larger portion of which was written from my hospital bed.
I have been lucky to have been associated with the evolution of the policy on regulation of utilities in Tanzania, and the establishment and oversight of the Tanzania Communications Regulatory Authority, the Tanzania Civil Aviation Authority, the Surface and Marine Transport Authority, and the Energy and Water Utilities Regulatory Authority.
The Book is written in Kiswahili. Swahili is the national language of Tanzania and Kenya. It is widely spoken in Eastern and Central Africa. It is spoken by more than 120 Million people worldwide. I had in Mind this audience when I embarked on this venture.
My daughter, a student at Birmingham University, my alma mater, wanted to know why I had decided to write the book in Kishwahili. I asked her a simple question: In what language do you dream? It took her a week to confirm that the language of her dreams was Swahili. Likewise I think in Kiswahili and translate my thoughts into English if need be. I trust I have a future occasion to translate this work into English,or Arabic,or Bambara.
The book deals with the concept of regulation, important aspects of utility regulation, independence of the regulator, consumer protection, structure of regulatory agencies,technical and economic regulation, relationship between the Government and the Regulator, the regulator and the legislature, cross-cutting issues, achievements and challenges, and the way forward.
I would like to take this opportunity to thank my family, my wife, our children and grand children, for their support and encouragement. Many colleagues have reviewed various drafts of this book. They are too numerous to mention.I thank them. I wish to thank the Tanzania utility regulators, EWURA, TCRA, TCAA and SUMATRA, for the support they have rendered to me during the time I was the Minister responsible for these utilities and their continued support.
By way of conclusion, let me end the same way I began, by thanking you Your Excellency, for the honour you have done me to agree to launch the book on “Udhibiti wa Huduma za Kiuchumi Tanzania.
