    Na Mwene Said wa Blogu ya Jamii, Dar es Salaam

    Mahakama  ya Hakimu Mkazi Kisutu, jijini Dar es Salaam, imepanga kusikiliza maelezo ya awali dhidi ya  Mbunge wa Jimbo la Kawe, Halima Mdee (35) na wenzake wanane wa Chama Cha Demekrasia na Maendeleo wanaokabiliwa na mashitaka ya kutotii amri halali ya Jeshi la Polisi na kufanya mkusanyiko isivyo halali kwa lengo la kwenda Ikulu.

     Kesi hiyo ilitajwa leo na Hakimu Mkazi Janeth Kaluyenda.
    Mbali na Mdee, washtakiwa wengine ni, Rose Moshi (45), Renina Peter, Anna Linjewile (48), Mwanne Kassim (32), Sophia Fangel (28), Edward Julius (25), Martha Mtiko (27) na Beatu Mmari (35), wote wakazi wa Dar es Salaam.

    Wakili wa Serikali Hellen Moshi  alidai kuwa washtakiwa wote wapo na upande wa Jamhuri unaomba tarehe ya kusikiliza maelezo ya awali.

    Hakimu Kaluyenda alisema kesi hiyo itasikilizwa Novemba 16, mwaka huu.

    Katika kesi ya msingi, ilidaiwa kuwa, Oktoba 4, mwaka huu washtakiwa wakiwa Mtaa wa Ufipa, bila kuwa na uhalali walikiuka amri halali ya kutawanyika iliyotolewa na Mrakibu wa Polisi (SP), Emmanuel Tillf, kwa niaba ya Jeshi la Polisi.

    Ilidaiwa kuwa washtakiwa hao walitenda  kosa hilo kinyume cha kifungu cha 124 cha Sheria ya kanuni ya adhabu sura ya 16 iliyofanyiwa marekebisho mwaka 2002.

    Katika shtaka la pili washtakiwa hao wakiwa eneo hilo hilo, walifanya mkusanyiko usio halali kwa lengo moja la kutembea kwenda Ofisi ya Rais, huku wakijua ni kinyume cha sheria.

    Wakili huyo alidai kuwa, kosa hilo ni kinyume cha kifungu cha 74 na 75 cha Sheria ya Kanuni ya Adhabu, sura ya 16 iliyofanyiwa marekebisho mwaka 2002. Baada ya washtakiwa hao kusomewa mashtaka yao, walikana kuhusika na tuhuma hizo.

    The 21st Partnership Fund Steering Committee Meeting was held yesterday at the EAC Headquarters in Arusha, Tanzania. The meeting was attended by Developemnt Partners contributing to the EAC Partnership Fund. The EAC Partnership Fund is a basket fund mechanism with annual contributions from Development Partners (DPs) aimed at supporting the EAC projects and programmes that are geared towards regional integration.

    Norway is the current Chair of the Partnersghip Fund. In this context, the meeting was chaired by Ms. Elisabeth Schwabe-Hansen the Counsellor-Political Affairs at the Royal Norwegian Embassy in Dar es Salaam, Tanzania.

    Addressing the Development Partners, the Secretary General of the East African Community Amb. Dr. Richard Sezibera disclosed that in June this year, the East African Legislative Assembly approved the EAC budget for financial year 2014/15 of USD 124,069,625. This budget consists of USD 73,180,446 from the Development Partners and USD 50,889,179 from the Partner States.

    He said the funds from the Development Partners will be used to implement the EAC priorities for FY 2014/15, which include; Operationalization of the Single Customs Territory; Implementation of the EAC Common Market Protocol; Implementation of the roadmap towards the establishment of EAMU; Development of Infrastructure, Tripartite, EAC Industrialization Policy and Strategy; EAC Food Security Action Plan and Climate Change Master Plan; Sensitization of East Africans; Peace and Security; Political Federation and Revitalization of LVFO.

    The Secretary General noted that the Community was making good progress on the integration agenda which is greatly supported by the Partnership Fund and applauded the Development Partners for the continued contributions.

    “Since its inception the Fund has now contributed over USD 41 Million to this great agenda. However, much still needs to be done as we move into an era of Single Customs Territory, Implementation of the EAMU Protocol and Institutional Strengthening of EAC to deliver on its agenda” asserted the EAC official, adding that “I still count on the valuable support of the Development Partners and specifically the Partnership Fund which is a very special vehicle for EAC in terms of coordination of Development Partner support”.

    The 21st Partnership Fund Steering Committee Meeting considered, among others, the proposed priorities and disbursements for FY 2015/16, and the Partnership Fund Internal and External Audit and Annual Reports for FY 2013/14.

    UZINDUZI wa filamu ya Wape Salamu Zao unatarajia kufanyika siku ya Jumapili tarehe 9 November katika ukumbi Travetine Magomeni, jijini Dar es salaam.
    Uzinduzi huo utambatana na ujio wa sesson 2 kipindi cha Ulimwenguni wa filamu cha TBC 1,kinachoongozwa na Juma Mtetwa katika, kivutio kikubwa ni Jackson Kabirigi ‘Kisate’.
     “Nimepanga kuacha historia katika uzinduzi wa filamu ya Wape Salamu Zao, kuna vitu vingi sana ambavyo sijawahi kuwaonyesha watazamaji hajawahi kuviona kutoka kwangu tarajieni maajabu,”anasema Kabirigi. 

    Uzinduzi huu unasindikizwa na gwiji la muziki wa Taarab Bongo mfalme Mzee Yusuf, ambaye naye ameahidi kufanya show ya kipekee haijawahi kutokea hivi karibuni, na kuimba nyimbo zinazotamba na kufanya vizuri Tanzania. 
    Wasanii nyota wa filamu kutoka Bongo movie watakuwepo wakiwa wamependeza huku zuria jekundu likipamba sehemu ambayo watu watapata nafasi ya kupiga piga katika mapozi, show hiyo ya kufunga mwaka kiingilio ni 8,000/ tu kwa mtu mmoja si ya kukosa.

     Bw. Antonio Guterres, Kamishna Mkuu wa Shirika la Umoja wa Mataifa linalohudumia wakimbizi ( UNHCR) akiwasilisha Taarifa ya  Shirika hilo mbele ya Wajumbe wa Kamati ya Tatu ya Baraza Kuu la Umoja wa Mataifa pamoja na mambo mengine,  Bw. Guterres amesema wakati idadi ya wakimbizi ikiongezeka maradufu,  UNHCR inakabiliwa na  upungufu mkubwa wa bajeti yake  kiasi cha kupunguza  kiwango cha chakula wanachopewa wakimbizi hasa Afrika.

    Shirika la Umoja wa Mataifa  linalohudumia wakimbizi ( UNHCR) linakabiliwa na upungufu mkubwa wa raslimali fedha kiasi cha kuathiri utoaji wa misaada ya kibinadamu kwa wakimbizi  wanaoendelea kuongezeka kila  mwaka.

    Hayo yameelewa siku ya  jumatano  na  Kamishna Mkuu wa UNHCR, Bw. Antonio Guterres wakati alipokuwa akiwasilisha taarifa  ya  Shirika hilo mbele ya  wajumbe wa Kamati ya Tatu ya Baraza Kuu la  Umoja wa Mataifa.

    Katika taarifa  yake hiyo ambayo imeainisha  utejaji wa UNHCR katika  kipindi cha mwaka uliopita,  mafanikio na changamoto  , Bw. Guterres amesema, idadi ya wakimbizi kwa mwaka 2013 ilikuwa zaidi ya watu milioni 50 ikiwa ni idadi kubwa tangu  Vita Kuu  ya Pili ya Dunia. Na kwamba idadi hiyo  inaweza  kuongezeka ifikapo mwishoni mwa mwaka huu.

    Amesema,  idadi ya  wakimbizi wa ndani  katika Afrika imeongezeka kutoka  wakimbizi milioni 10.4  na kufikia milioni 12.5.

    Aidha ameongeza kuwa    wanawake na watoto  chini ya miaka 18 ndio kundi kubwa zaidi . Kundi ambalo amesema linakabiliwa na changamoto mbalimbali zikiwamo za  udhalilishwaji wa kijinsia,  ndoa za utotoni,   biashara ya haramu ya binadamu ambapo wengi wao huuzwa na kugeuzwa watumwa.

    Amesema  ongezeko hilo la wakimbizi haliendani na  raslimali fedha  na misaada mingine hali  inayolifanya  kutowafikia wakimbizi wengi kwa wakati  na pia   Shirika  kulazimika  kupunguza hata kipimo cha chakula ambacho wakimbizi wanapewa hususani   Barani Afrika.

    Amebainisha kuwa  Afrika inahitaji msaada wa haraka wa dola  186 milioni ili wakimbizi waweze kupata mlo kamili kwa mwaka huu wa 2014.  Aidha Kupunguzwa kwa kipimo  cha chakula kumesababisha watoto wengi  kupata utapia mlo.

    Amezitaja baadhi ya sababu zinazopelekea uzalishaji mkubwa wa wakimbizi kuwa ni vita vya wenyewe kwa wenye, ukame ,  uhaba wa maji na mabadiliko ya tabia  nchi.

    Aidha  ameeleza kuwa kwa upande wa Bara la Afrika ambalo limeshuhudia  ongezeko la wakimbizi kumetokana na   vita vya wenyewe kwa wenye katika nchi za Mali,  Jamhuri ya Afrika ya Kati, Sudani ya Kusini, Somalia na  baadhi ya maeneo ya Jamhuri ya  Kidemokrasia ya Kongo.

    Eneo jingine ambalo Kamishna amelitaja kuzalisha wakimbizi wengi ni pamoja na Mashariki ya Kati hususani Syria.

    Kamishna Mkuu  pamoja na  kuhimiza Jumuiya ya Kimataifa kuendelea kulichangia  Shirikia hilo ili liweze kuendelea na jukumu la  utoaji wa misaada ya kibinadamu.  Amesisitiza  kuwa   suluhisho pekee la  kumaliza tatizo la kuwapo kwa wakimbizi  ni  la kisiasa zaidi kwa pande zinazohusika  kumaliza tofauti zao.

    Amesema, wanasiasa hawawezi kuendelea kuwa chanzo cha migogoro na machafuko yanayopelekea wananchi wao  kuyakimbia makazi yao    na nchi  zao na kisha kuyaachia Mashirika    yanayotoa misaada ya kibinadamu   jukumu la  kuwahudumia wahanga wa machafuko hayo.

    “ Tufikie mahali sasa tubadilike  na tulikatae hili, haiwezekani wengine waazishe  machafuko na  kuwaachia watu wengine wasafishe uchafu wao” amesema Bw.

    Aidha  ametumia  mkutano huo kuzishukuru nchi mbalimbali ambazo  kwa muda mrefu zimekuwa wenyeji wa wakimbizi ikiwa ni pamoja na kutumia raslimali zao  kuwasaidia.

    Akasema nchi hizo  ikiwamo Tanzania  zimeratibu  na kuwezesha  baadhi ya wakimbizi kurejea makwao kwa hiari ikiwani  ni  pamoja  na kuwapatia uraia kwa wale ambao wameomba.

    Naibu Mwakilishi wa Kudumu wa Tanzania, Balozi Ramadhan Mwinyi, akizungumza kwa  niaba ya SADC  amesema  Jumuiya hiyo  inapinga kuendelea kuitegemea UNHCR hata katika  mambo ambayo nchi mwenyeji inaweza kuyatekeleza.

    Akatoa mfano wa baadhi ya majukumu ambayo nchi mwenyeji inaweza kuyatekeleza pasipo kutegemea UNHCR  kuwa ni pamoja na ukusanyaji wa  takwimu na utambuzi wa  wakimbizi.

    Amesema  jukumu ambalo UNHCR inaweza kuchangia ni katika uwezeshaji na si utekelezaji   wa zoezi lenyewe kutokana uenyeti wake.

    Kuhusu  kupungua kwa bajeti ya Shirika hilo, SADC imeelezea wasi wasi wake kuwa  pamoja na athari ambazo zimeanza kujitokeza pia kutaathiri uwezo wa nchi wenyeji kuendelea kutoka huduma kwa wakimbizi  na hasa  ikizingatiwa kuwa pamoja na matatizo ya kiuchumi  waliyonayo bado  nchi hizo zimekuwa zikitumia  raslimali zake 
     Naibu Mwakilishi wa Kudumu wa Tanzania, Balozi Ramadhan Mwinyi akizugumza kwa niaba ya nchi za SADC katika mkutano huo ambapo wajumbe wa Kamati ya Tatu ya Baraza Kuu la Umoja wa Mataifa  wamepokea na kujadili  taarifa ya  UNHCR katika mkutano uliofanyika siku ya Jumatano.

    MAKATIBU WAKUU WA WIZARA

     Rais Jakaya Kikwete amefanya uteuzi wa Makatibu Wakuu wa Wizara kwa kuteua Makatibu Wakuu wanne wapya na kuhamisha mmoja, uteuzi uliomuondoa Katibu Mkuu Wizara ya Afya na Ustawi wa Jamii Charles Pallangyo.
    Pallangyo sasa anakua Katibu Tawala wa Mkoa wa Geita, nafasi ambayo inatafsriwa kuwa adhabu, siku chache baada ya vyombo vya habari ikiwamo FikraPevu kuibua kashfa ya uhaba wa dawa katika hospitali kubwa za serikali.
    Aidha, Rais Kikwete amefanya uteuzi na uhamisho wa Makatibu Tawala wa Mikoa.
    Taarifa iliyotolewa mjini Dodoma jioni ya leo, Jumatano, Novemba 5, 2014 na Katibu Mkuu Kiongozi, Balozi Ombeni Sefue imesema kuwa walioteuliwa ni pamoja na Dkt. Donan Mmbando ambaye anakuwa Katibu Mkuu wa Wizara ya Afya na Ustawi wa Jamii kuchukua nafasi ya Pallangyo.

    Katika uteuzi huo Dkt. Yohana Budeba anakuwa Katibu Mkuu Wizara ya Maendeleo ya Mifugo na Uvuvi, Mhandisi Mbogo Futakamba kuwa Katibu Mkuu wa Wizara ya Maji na Dkt. Adelhelm James Meru ambaye anakuwa Katibu Mkuu wa Wizara ya Utalii na Maliasili.
    Kabla ya uteuzi wake, Dkt Mmbando alikuwa Mganga Mkuu wa Serikali, Dkt. Budeba alikuwa Naibu Katibu Mkuu wa Wizara ya Maendeleo ya Uvuvi na Mifugo, Mhandisi Futakamba alikuwa Naibu Katibu Mkuu, Wizara ya Maji na Dkt. Meru alikuwa Mkurugenzi Mkuu, Mamlaka ya Maeneo Maalum ya Uwekezaji kwa Mauzo ya Nje (EPZA).
    Aidha, taarifa hiyo imesema kuwa Rais Kikwete amemhamisha Bibi Maimuna Tarishi kutoka Wizara ya Maliasili na Utalii kwenda kuwa Katibu Mkuu wa Wizara ya Katiba na Sheria
    Adoh Steven Mapunda, Mkurugenzi Mtendaji, Manispaa ya Bukoba amepanda na kuwa Katibu Tawala wa Mkoa wa Arusha, Severine Kahitwa, Katibu Tawala wa Mkoa wa Geita anakuwa Katibu Tawala wa Mkoa wa Kilimanjaro na Dkt. Faisal Issa, Katibu Tawala wa Mkoa wa Kilimanjaro anahamishiwa kuwa Katibu Tawala wa Mkoa wa Mwanza.
    Wakati huo huo, Rais Kikwete amemteua Kanali (Mst) Joseph Simbakalia, Mkuu wa Mkoa wa Mtwara, kuwa Mkurugenzi Mkuu wa EPZA kuchukua nafasi ya Dkt. Meru.
    Uteuzi huo unaanza leo na Makatibu Wakuu na Makatibu Tawala wa Mikoa wataapishwa, Alhamisi, Novemba 6, 2014, Ikulu, Dar es Salaam.

    SUALA la Maabara kwa shule za Sekondari za Kata limeingia kwenye hatua nzito baada ya mkuu wa Mkoa wa Pwani Mwantumu Mahiza kuiacha ofisi yake na kuhamia Wilaya ya Bagamoyo ili kuhakikisha agizo la Rais Dk Jakaya Kikwete la kila wilaya iwe imekamilisha ujenzi huo ifikapo Novemba 30 mwaka huu.

    Sambamba na hilo mkuu huyo amewataka wakuu wa idara wa Wilaya hiyo kila mmoja kutokaa ofisini na kuchagua kata ya kwenda ili kusimamia ujenzi huo hadi ujenzi wa maabara ukamilike.

    Akizungumza  kwenye kikao cha baraza la Madiwani kilichofanyika mjini Bagamoyo Mahiza alisema kuwa ujenzi wa maabara kwenye wilaya hiyo bado zoezi hilo haliko vizuri hivyo lazima itumike nguvu ya ziada kufanikisha zoezi hilo.

    “Kuanzia sasa najua nitaanzia kata gani lakini nahamia Bagamoyo na wakuu wa idara kila mmoja tukitoka hapa ataniambia atakuwa kata gani ili tuanze usimamizi kwani bila ya kufanya hivi muda utaisha na mambo yatakuwa magumu,” alisema Mahiza.

    “Kuanzia sasa vikao vya madiwani havitakuwepo kilichobaki wote tuende kwenye ujenzi wa maabara na kama mtu anaona hawezi kuwajibika aondoke mapema asije akatuharibia mipango yetu ya maendeleo kwani watoto ni wetu,” alisema Mahiza.

    Mahiza alisema kuanzia sasa hivi hakuna cha mahafali wala sherehe wimbo uliopo ni maabara kwa shule zetu za sekondari kwani baadhi ndo wako kwenye msingi je ujenzi utakamilika kwa wakati jambo ambalo linatia mashaka.

    “Baadhi ya watendaji hawana haraka na kusababisha shughuli kwenda taratibu kuanzia sasa hapa ni mwendo wa kufanya kazi kwani tusipokuwa makini muda utaisha hatujakamilisha itakuwa haipendezi,” alisema Mahiza.

    Aidha alisema kuwa wakuu wa wilaya na mikoa waliitwa Dodoma na Rais na kutakiwa wawe wamekamilisha ujenzi huo ifikapo Novemba 30 mwaka huu na wao walimwahidi kuwa watakamilisha ujenzi kipindi hicho.

    Kwa upande wake mwenyekiti wa Halmashauri ya Bagamoyo Shukuru Mbato alisema kuwa agizo hilo wamelipokea na watahakikisha wanakamilisha ujenzi wa maabara hizo kwa muda uliopangwa.

    The East African Community is show-casing the region’s tourism potential and marketing the five Partner States as a Single Tourist Destination at the ongoing World Travel Market in London, United Kingdom.

    The five Partner States are being lead by Chairperson of the EAC Council of Ministers, Hon. Phyllis Kandie, who is also Kenya’s Cabinet Secretary, Ministry of East African Affairs, Commerce and Tourism, while Hon. Jesca Eriyo, the EAC Deputy Secretary General (Productive and Social Sectors) is heading the team from the EAC Secretariat.

    At the joint marketing event held at the Kenya Stand 5 November, 2014, the Chairperson of the Council made a statement on the strategies that are being implemented nationally and regionally on the Ebola virus. She said East African Governments had prepared a robust Ebola Emergency Preparedness and Response plans that meet the World Health Organization standards, comply with the International Health Regulations- Emergency Committee and AU Decisions on Travel and Trade Restrictions.
    She affirmed to her audience and the world at large that EAC was secure, safe and Ebola free Destination of Wonders and Opportunities (statement attached).

    At the same event, the Deputy Secretary General (Productive and Social Sectors), Hon. Eriyodisclosed that substantial progress had been made in the Hospitality industry through the implementation of the East African Community Criteria for the classification of Accommodation establishments. She also noted that substantial progress had been achieved in the preparation and introduction of a Single Tourist Visa that facilitates the sell of multi-destinations.

    The Secretary General of the East African Community, Amb. Dr. Richard Sezibera today commended the East African Business Council, Pan African Lawyers Union (PALU), the people of Arusha and the management of Arusha City Council for organizing and hosting the Zinduka 2014 themed“Peoples’ Voices, Sustainable Development” at the Sheikh Amri Abeid Stadium in Arusha, Tanzania.

    Amb. Sezibera applauded the warm hospitality extended by the organizers and Arusha city to the delegates attending the Forum, saying “this is the spirit that we envision and that should be emulated if regional integration is to be attained”.
    Zinduka Festival is a forum for re-awakening the consciousness of the people to engage in the process of East African integration and Pan-Africanism through common struggles for socioeconomic and political liberation.
    Addressing the huge gathering that included ordinary citizens, civil society, private sector, professional associations, Hon. Members of the East African Legislative Assembly (EALA) and National Parliaments; Representatives of the Government of the United Republic of Tanzania, and other EAC Partner States; Representatives of the development partners; the Secretary General urged the Zinduka 2014 to embrace the spirit of scaling up the integration and uniting the citizens of the region towards one destiny.
    “I urge the delegates to actively interact during this Forum, establish partnership with colleagues from the sister EAC Partner States  and enjoy the ambience and other attractions in Arusha”, said the EAC official.

    Zinduka is a Swahili word which literary translates to a re-awakening of consciousness. Zinduka Festival is a forum for re-awakening the consciousness of the people to engage in the process of East African integration and Pan-Africanism through common struggles for socioeconomic and political liberation. It offers East African citizens from all walks of life, and organizations from diverse sectors, an opportunity to celebrate the vibrant East African diversities; as well as share our successes and challenges as we pursue the region’s economic and political liberation.

    Zinduka Festival 2014 is the second edition of a journey that will redefine, deepen and secure the East African integration process in the people and in the communities. Rooted in Panafricanism, Zinduka is the East African people’s response to the imperatives of a continent whose time has come. Zinduka is an annual festival open to the public and free-of-admission.
    The inaugural Zinduka Festival was held between May 30 and June 1, 2013 in Arusha, Tanzania. The rationale for choosing Arusha as the venue is because it hosts the Headquarters and Secretariat of the East African Community, and harbors numerous historical memories in the efforts of integration and the spirit of Pan-Africanism.

    The 4th and 11th Preambles of the Treaty for the Establishment of the EAC acknowledge that the lack of involvement of the private sector and civil society, were amongst the key reasons for the collapse, in 1977, of the old East African Community (EAC); and that is why the new EAC has allowed the private sector, civil society and other interest groups to play a leading role in the socio-economic development activities and the integration process.

    Article 127(4) specifically requires the Secretary General to establish a Forum for the private sector, civil society organizations, other interest groups and appropriate institutions of the Community. Article 129 also provides for the employees’ associations, employers’ associations, business/ trade associations, professional associations and the need to recognize and also encourage regional federations of all these associations.

    The EAC have taken great steps to achieve the above Treaty requirements since the EAC was formally inaugurated on 30th November 2001, for example; formulating of the Rules for granting formal Observer Status; granting of formal Observer Status to East African CSOs, private sector organizations, professionals associations among others; establishment of the Secretary General’s Forum, three so far have been organized (1st in Dar-es-salaam, second Nairobi, Kenya and the third one was held in Entebbe, Uganda) and the establishment of the Secretary General’s CEO Forum (more than 10 forums for Business sector).

    Also in the last thirteen years, the EAC has witnessed growth in the participation of the civil society, professional, women and private sector organizations in the integration process. To this extent, organizations such as the East African business Council, East African Civil Society Organizations Forum (EACSOF), East African Trade Union Council (EACTUC) the East African Law Society (EALS), the East African Magistrates and Judges’ Associations (EAMJA), the East African Youth Council (EACYC), the East African Investment Promotion Authority Organizations (EAIPAO), East African Local Governments Authority (EALGA), the Joint Research Council for East Africa,( JRCEA), East African Tourism Council (EATC) and an East African farmers Association (EAFA), the East Africa Communications Regulatory Authority (EACRA), East African Youth Ambassadors Platform (EAYAP) and the East African Health Platform (EAHP) have in one way or the another participated in the activities of the EAC.
