     Mwandishi wa Habari kutoka Gazeti la ‘The West Australian’ Kim MacDonald, akiandika maelezo yaliyokuwa yakitolewa na Waziri wa Nishati na Madini, Prof. Sospeter Muhongo alipofanya mahojiano naye mapema leo ofisini kwake jijini Dar es Salaam.

    “Serikali ya Tanzania imejipanga vipi katika kuhakikisha gesi asili inayoendelea kugunduliwa nchini inakuwa yenye manufaa kwa nchi?” Ndivyo anavyouliza Mwandishi huyo

    “Moja ya mikakati yetu ni kuhakikisha asilimia 75 ya Watanzania wanapata umeme wa uhakika ifikapo mwaka 2025 ili kuondokana na umaskini”. Ndivyo Waziri wa Nishati na Madini, Prof. Sospeter Muhongo anavyomweleza Mwandishi wa gazeti la “The West Australian’ Kim MacDonald, wakati alipohojiwa na Mwandishi huyo mapema leo ofisini kwake jijini Dar es Salaam.

    Mamlaka ya Hifadhi ya Mji Mkongwe wa Zanzibar, Jeshi la Polisi pamoja na Mamlaka ya Usafiri zimekumbushwa kuendelea kuzuia uingiaji wa gari kubwa zenye uzito wa zaidi ya Tani Mbili katika eneo la Mji Mkongwe ili kunusuru majengo yaliyono ndani ya mamlaka hiyo. 
    Kumbusho hilo limetolewa na Makamu wa Pili wa Rais wa Zanzibar Balozi Seif Ali Iddi alipofanya ziara fupi kukagua athari ya nyumba iliyoporomoka ukuta na Dari yake juzi usiku iliyopo Mkabala na Skuli ya Sekondari ya Tumekuja Mtaa wa Vuga Mjini Zanzibar. 
    Balozi Seif alisema ukaidi wa baadhi ya madereva wa gari kubwa kupitisha Gari gari zao katika eneo hilo umesababisha uchafuzi wa mandhari na haiba ya Mji mkongwe wa Zanzibar ambao hivi sasa uko katika urithi wa Kimataifa.
     “ Jeshi la Polisi wakati huu litahitajika kuwa na kazi ya ziada katika kuhakikisha agizo lililotolewa na Mamlaka ya Mji Mkongwe wa Zanzibar linatekelezwa ipasavyo “. Alisisitiza Balozi Seif. 
    Makamu wa Pili wa Rais wa Zanzibar akimpa pole Mmiliki wa Nyumba hiyo Bwana Salim Ahmed Salim kwa hasara aliyoipata alimtaka kuwasiliana na Uongozi wa Mamlaka ya Hifadhi ya Mji Mkongwe wa Zanzibar katika juhudi zaujenzi wa nyumba hiyo utakaozingatia mpango halisi wa uhifadhi wa Mji huo. 
    Akitoa ufafanuzi wa athari nyingi zilizojitokeza ndani ya nyumba za Mji Mkongwe, Mkuu wa Kitengo cha Ushirikiano na Utafiti cha Mamlaka ya Hifadhi ya Mji Mkongwe wa Zanzibar Bibi Madina Haji Khamis alisema ujenzi usiozingatia utaalamu wa Mamlaka husika pamoja na upitishwaji wa gari kubwa ndio sababu kubwa za msingi za athari hizo. 
    Bibi Madina alifahamisha kwamba baadhi ya wamiliki wa nyumba hizo walikuwa wakipandishia kuta wakati wa ujenzi au matengenezo zaidi ya uwezo wa msingi wa nyumba hizo hali inayoleta athari ya mipasuko ya nyumba hizo sambamba na mitetemeko ya gari kubwa zinazopitishwa pembezoni mwa nyumba hizo. 
    Mapema Mmiliki wa Nyumba hiyo Bwana Salim Ahmed Salim alimueleza Makamu wa Pili wa Rais wa Zanzibar Balozi Seif kwamba dalili za kuanguka kwa jengo hilo zilijionyesha mapema kutokana na kuvimba na baadaye kupasukwa kwa eneo la mbele la ukuta wa nyumba hiyo. Bwana Salim alifahamisha kwamba kutokana na hali hiyo alilazimika kuuarifu Uongozi wa Mamlaka ya Hifadhi ya Mji Mkongwe wa Zanzibar uliolazimia baadaye kwa kushirikiana na jeshi la Polisi kuchukuwa hatua za kuifunga bara bara hiyo. 
    “ Nilijaribu kuufuata Uongozi wa Mamlaka ya Hifadhi ya Mji Mkongwe uniruhusu kuifanyia matengenezo makubwa nyumba yangu ili baadaye niitumie kwa makazi na familia nyangu lakini bado sijapata jibu na huku inaporomoka “. Alieleza Bwana Salim Ahmed Salim. 
     Nyumba hiyo ya ghorofa moja mpaka inaporomoka ukuta na dari yake majira ya saa sita juzi usiku lakini hamna watu waliokuwa wakiishi ndani yake. Mamlaka ya Mji Mkongwe wa Zanzibar kwa kushirikiana na Taasisi nyengine zimelazimika kuzuia Gari zote zinazotumia Bara bara hiyo kutoka Vuga kuingia Shangani au kupitia Serena ili kujaribu kuepuka hatari katika kipindi hichi cha Mvua za Masika. 
     Kwa mujibu wa hali halisi ilivyo hivi sasa gari zote zinazokusudia kuingia ndani ya eneo la Mamlaka ya Mji Mkongwe zinalazimika kutumia Bara bara itokayo Malindi na zisizidi uzito wa zaidi ya Tani mbili. Mamlaka ya Hifadhi ya Mji Mkongwe wa Zanzibar kwa miaka kadhaa sasa imo ndani ya Ramani ya Dunia ya urithi wa hifadhi ya Kimataifa chini ya usimamizi wa Shirika la Umoja wa Mataifa la Elimu,Sayansi na Utamaduni { UNESCO }. 
    Wakati huo huo Makamu wa Pili wa Rais wa Zanzibar Balozi Seif alikutana kwa mazungumzo na ujumbe wa Kampuni ya uwekezaji vitega uchumi vya sekta za Afya, Kilimo, Umeme, viwanda vidogo vya mazao ya Baharini ya Lucky Exports kutoka Nchini India. Kampuni hiyo ambayo imefungua Matawi yake katika mataifa mbali mbali Barani Afrika tayari imeshapata usajili wa kufungua Tawi lake Nchini Tanzania. 
    Katika mazungumzo yao yaliyofanyika Ofisini kwa Makamu wa Pili wa Rais wa Zanzibar Mtaa wa Vuga Mjini Zanzibar Meneja wa Kampuni hiyo Bwana Ravi Rai alisema Taasisi yake imelenga kutoa huduma za afya pamoja na viwanda vidogo vidogo vya mazao ya Baharini. 
    Bwana Ravi Rai alisema wakati Uongozi wa Taasisi yake ukisubiri kuanza na hatimae kukamilisha taratibu zote za uwekezaji uwekaji wa miradi hiyo umekusudia kusaidia kutoa ajira kubwa kwa wazalendo pamoja na kuongeza mapato ya Taifa. 
    Alifahamisha kwamba utafiti wa wataalamu wa Taasisi hiyo utafanywa ili kuangalia miradi ambayo kampuni hiyo inaweza kuiwekeza hapa Zanzibar na Tanzania kwa ujumla. 
    “ Tunafarajika kuona kwamba miradi yoyote tutakayoamuwa kuitekeleza kwenye uwekezaji wa mataifa mbali mbali duniani na hasa tukilenga zaidi Bara la Afrika inafadhiliwa na Serikali ya India “. Alisema Meneja huyo wa Lucky Exports. 
    Akitoa shukrani zake Makamu wa Pili wa Rais wa Zanzibar Balozi Seif Ali Iddi alisema miradi iliyofikiriwa kuanzishwa na Uongozi wa Kampuni hiyo hapa Zanzibar ya Sekta ya Afya na Viwanda Vidogo vidogo vya mazao ya Baharini itasaidia kustawisha maisha naustawi wa Jamii Nchini. 
    Balozi Seif aliuagiza Uongozi wa Kampuni hiyo ya Lucky Exports kutoka Nchini India kurahisisha maombi yao ya uwekezaji ili taasisi zinazohusika na uwekezaji ziweze kuyapitia na kutoa maamuzi yanayostahiki kwa wakati muwafaka. Kampuni ya Uwekezaji ya Lucky Exports ya Nchini India ambayo tayari imeshafungua matawi yake katika Mataifa ya Ethiopia, Guinea Bisau, Malawi na Tanzania inajihusisha zaidi na uwekezaji wa miradi ya Afya, Kilimo, Viwanda vya mazao ya Baharini, Umeme pamoja na huduma za Reli.
     Makamu wa Pili wa Rais wa Zanzibar Balozi Seif Ali Iddi akijumuika pamoja na baadhi ya wananchi kuangalia athari iliyojichomoza kwenye nyumba ya Bwana Salim Ahmed Salim baada ya ukuta na dari yake kuanguka  saa sita usiku juzi mkabala na Skuli ya Sekondari ya Tumekuja Mtaa wa Vuga Mjini Zanzibar.
     Sehemu ya mbele ya Nyumba ya Bwana Salim Ahmed Salim iliyoporomoka  Mtaa wa Vuga mkabala na Skuli ya Sekondari ya Tumekuja.Hata hivyo hakuna mtu aliyejeruhiwa kutokana na athari hiyo.
     Athari ya nyumba iliyobomoka hapo Mtaa wa Vuga ilisababisha usumbufu wa watumiaji wa Bara bara itokayo Vuga kuelekea Shangani au Serena na kulazimika kufungwa kwa bara bara hiyo.

      Makamu wa Pili wa Rais wa Zanzibar akizungumza na Meneja wa Kampuni ya Kimataifa ya uwekezaji vitega uchumi  wa Kampuni ya Lucky Exports kutoka Nchini India Ofisini kwake Vuga Mjini Zanzibar.
     Balozi Seif akisalimiana na Mwakilishi wa Kampuni ya Lucky Exports Tawi la Tanzania Bwana Kim Mghaya. Kati kati yao ni Meneja wa Kampuni hiyo yenye makao makuu yake Nchini India Bwana Ravi  Rai.

     Muuguzi Rajab Khamis Rajab akipokea zawadi kutoka kwa Katibu Mkuu Wizara ya Afya ya Zanzibar kwa  kuwa miongoni mwa wauguzi waliotekeleza wajibu wao kwa ufanisi zaidi mwaka huu.

    Hon. Margareth Nantongo Zziwa, Speaker of the East African Legislative Assembly (EALA) 
    The First Instance Division today in its interim ordered EALA to maintain status quo of the Speaker and restrained it from deliberating on the matter of the removal of the Speaker pending the delivery of its ruling on 29th May 2014
     . The order was made after hearing of applications filed by Hon. Margareth Nantongo Zziwa, Speaker of the East African Legislative Assembly (EALA) and Mbidde Foundation Limited (Applicants) versus the Secretary General of the East African Community and the Attorney General of the Republic of Uganda (Respondents)
     The Applicants are seeking an interim injunction from Court against the Secretary General and the Republic of Uganda directing EALA to refrain from referring the motions for resolution to remove the speaker of EALA to the allegedly improperly constituted Committee on Legal, Rules and Privileges. The applicants also seek an order against the EALA Committee on Legal, Rules and Privileges to refrain from conducting any investigation in this matter pending the hearing and determination of the main case.

    The Court ordered that the Applications be consolidated and be heard together because they were related matters. The Applicants represented by Fred Mukasa Mbidde and Jet Mwebaze advocates  submitted that the Respondents failure to seek an Advisory opinion from this Court on the impugned Rules of EALA related to the procedure of the Speaker’s removal and the continuous operation of EALA without proper rules in place is an infringement of  Article 6(d) of the Treaty for the Establishment of the East African Community on good governance including adherence to the principles of democracy, rule of law among others.

    Mr. Mbidde further submitted that EALA should be stopped from proceeding with the impeachment process using informal Rules of procedure and that there are no grounds for the censure of the Speaker. He argued that although there must be investigations conducted to reach the clear decision, there are no rules to guide the Legal, Rules and Privilege Committee in carrying out the investigations.
     The Applicants also said that if the interim order is not granted they will suffer irreparable damages which will not be compensated. They also added that the political career of the Speaker and the smooth running of EALA will be affected and submitted that there is a prima facie case to be determined by the Court and asked Court to grant the orders sought with costs.
     Hon. Wilbert Kaahwa Counsel to the Community and Agaba Stephen Principal Legal Officer representing the 1st Respondent submitted that the Applicants were submitting on the main case which the Court has not reached yet. He also said that the Applicants claims that EALA has no rules to guide the Assembly are mere hypothsis because the Assembly has been operating on the existing rules. He added that the Members of EALA could not be sworn in without Rules; the Speaker could not assume office and be sworn in without Rules of the Assembly. 
     Hon. Kaahwa also submitted that the impeachment of the Speaker should only be handled in the parliament and nowhere else.  He continued that Rule 9 of the EALA Rules of Procedures provides the guidelines on the removal of the Speaker and that Article 36 of the EAC Treaty clearly sets out that it’s only the Summit, Council of Ministers and the Partner States who may seek an advisory opinion from the Court when there is need.

    He also said that Applicants must satisfy the Court that they will suffer irreparable damages for the court to grant them an injunction. Hon. Kaahwa also added that the adjournment of the Assembly on 1st April 2014 was not proper because it put the Assembly at a standstill and that there was no notice to the commissioner of the Assembly as required by the Rules of Procedures.
     Ms. Christine Kaahwa for the 2nd Respondent Attorney General of Uganda associated herself with the 1st Respondents submissions and added that both the Application and the Main case pending determination in Court are premature because the Applicants should wait for the process to start and only come to Court if the Rules were not properly followed.

    The Respondents therefore asked Court to dismiss the Application with costs.The Court will deliver its ruling on 29th May, 2014 but ordered in the interim that the status quo be maintained and it restrained EALA from deliberating on the issue of the removal of the Speaker pending delivery of its ruling on 29th May 2014.
     The Applicant Rt. Hon. Margareth Nantongo Zziwa, Speaker of the East African Legislative Assembly (EALA) was present in Court. The matter came before Hon. Justice Jean Bosco Butasi, Principal Judge, Justice Isaac Lenaola Deputy Principal Judge and Lady Justice Monica Mugenyi

    Akizungumza na Wakurugenzi wa Idara na Wakuu wa Taasisi zilizo chini ya Ofisi ya Waziri Mkuu Katibu Mkuu Ofisi ya Waziri Mkuu  Dkt: Florens M. Turuka amesema lengo la kutembelea miradi ni kujionea mwenywe yeye na Wakurugenzi na wakuu wa Taasisi ili kuweza kujiridhisha na mana ya uwendelezaji wa Miradi hiyo inayosimamiwa na Serikali.


    Miongoni mwa miradi iliyo tenmbelewa ni  Mradi wa Makaburi ya viongozi  ambapo mradi huu uko katiaka hatua za Mwisho za kukamilisha kuwalipa fidia wakazi wa eneo husiaka ili kupisha mradi huo uendelee .


    Aidha pamoja na mradi wa makaburi pia waliweza kutembelea miradi ya upimaji viwanja vya makazi  na eneo la uwekezaji katiaka eneo la Njedengwa  njekidogo ya Manispaa ya Dododm unao tekelezwa na Mamlaka ya Uastawishaji Makao Makuu Dododma (CDA)


    Naye kaimu Mkurugengenzi wa Mamlaka ya Ustawishaji  Makao Mkuu Dododma (CDA) Bw: Pascal  Murugiri  amesema mradi wa Njedengwa  umegarimu jumla ya ya kiasi cha Shilingi Bilioni 15 ikiwa kama mkopo kutoka benki hivyo nifursa sasa kwa wananchi  kuja (CDA) na kujipatia viwanja amabavyo viko tayari vikiwa na huduma zote za msingi kama Barabara za lami Umeme na Maji.

    The  East African Community Headquarters today hosted a fruitful roundtable discussion with the International Fund for Agricultural Development (IFAD) on the topic: Regional Trade in East Africa.

    The one-day roundtable discussion was aimed at exploring how IFAD can engage with EAC and its Partners to, among others, support food trade within the East African Common Market under the EAC Food Security Action Plan; develop agriculture value chain and cross border trade, as well as accelerate expansion of processing and value addition  especially of perishable products in the region.

    The roundtable discussion saw Senior Officers from the EAC Secretariat make exhaustive presentations in areas of Trade and Customs, and EAC Food Security Action Plan. At the  roundtable discussion, the EAC Secretariat called for support in improving and developing the dry lands of EAC and re- orientation of  investment  in Agriculture, Livestock and Fisheries sectors to support market driven systems.

    Present at the roundtable discussion  were IFAD Executive Board Representative Mr. Yaya O. Olaniran leading  a 14-man Executive Board Members and staff; Ag. EAC Director of Productive Sector Mr. Moses Marwa;  the Executive Secretary of Kilimo Trust, Prof. Nuhu Hatibu; and Director of Tanzania Horticultural Association (TAHA), Ms. Jacqueline Mkindi.

    Mr. Lawrence Nyasebwa Mafuru has been appointed to join CRDB Bank as an Independent Director. He will therefore be sitting in CRDB Bank Board Meetings as a Board Member.

    Mr. Mafuru served as National Bank of Commerce Managing Director from June 2010 until December 2012. He also served as Tanzania Bankers Association Chairman from January 2010 until December 2012.

    Mr. Mafuru now works in the President's Delivery Bureau (PDB) under the Big Results Now (BRN) initiative as the Director of Resource Mobilisation and Economic Sectors Division.
