    East African Community

    The East African Community Secretariat has today signed a cooperation programme worth 2.3 million Euros with the European Union (EU) to improve Maritime Security and  create  a favourable environment for the economic development in the region.

    The signing of the agreement was preceded by a roundtable discussion, also held at the EAC headquarters, on the theme: “the Business Environment in East Africa’’ organized in commemoration of the EU Week. 

    The financing agreement was signed by the Deputy Secretary General in charge of Finance and Administration of the East African Community, Mr Jean Claude Nsengiyumva and Filiberto Ceriani Sebregondi, Ambassador  of the European Union to United Republic of Tanzania and the East African Community.

    The Maritime Security Programme (MASE) is part of a 37.5 Million euros package to four regional organisations of Eastern and Southern Africa (EAC, COMESA, IGAD and IOC). The financial support will, among others,  strengthen the capacities of the four blocs in order  to implement the Regional Strategy and Action Plan against Piracy and for Maritime Security adopted in 2010.

    Within this framework, the EAC will lead the efforts to strengthen legal, legislative and infrastructural capability for arrest, transfer, detention and prosecution of pirates, both at national and regional levels.

    In particular, support will be provided to investigative capacities as well as prisons/correctional services reform and capacity building offered to prosecutors and court staff. A key deliverable will include support to the operationalization of the EAC Regional Forensic Referral Centre.

    Other activities run by other regional organisations seek to foster the implementation of the Somalia Inland Action Plan, to develop regional capacity to disrupt piracy financial networks, to enhance capacity for maritime tasks and support functions and to improve coordination and information exchange between stakeholders.

    The MASE Programme falls under an EU comprehensive approach to fighting piracy and complement other EU actions such as EUCAP Nestor and Atalanta missions, the EU military Training Mission (EUTM) for Somalia and the Critical Maritime Routes Programme  MARSIC.

    Speaking during the ceremony, the EAC Deputy Secretary General in charge of Finance and Administration, Mr Jean Claude Nsengiyumva  applauded  the engagement with the European Union in mobilizing resources geared towards uplifting the standard of living of the citizens in the region.

    The EAC official reiterated that EAC greatly values the strategic cooperation with the EU and regards it as one of its key strategic partners. He  assured the European Union of its highest consideration.


    In his remarks Filiberto Ceriani Sebregondi, European Union’s Ambassador said “ Improving Maritime Security is key to create favourable condition for economic growth and social development. The MASE programme will support the East African Community in taking part in global and regional efforts towards safer Eastern Africa coasts’’

    Earlier at the EAC headquarters, representatives from the civil society organizations and the private sector joined EU and EAC staff in a roundtable discussion on the Business Environment in East Africa as part of the EU-EAC week which will  reach its climax on Friday 9th  of May 2014.

    The Round-Table Discussions themed; Business Environment in East Africa featured EU’s Amb. Sebregondi; Deputy Secretary General in charge of Finance and Administration, Mr. Jean Claude Nsengiyumva; Deputy Secretary General in charge Political Federation Mr. Charles Njoroge; the Chairman of the Tanzanian Private sector Foundation, Mr. Reginald Mengi; the East African Business Council Chairman, Mr. Felix Mosha; the Tanzania CEO Roundtable Chairman, Ali Mufuruki; and the East Africa Civil Society Forum Policy Advisor, Mr. Robert MMAITSI as the main discussants.

    Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete amemteua Bwana Rished BADE kuwa Kamishna Mkuu wa Mamlaka ya Mapato Tanzania (TRA).


    Kulingana na Katibu Mkuu Kiongozi Balozi Ombeni  Sefue, uteulzi huu umaanza tarehe 06 Mei, 2014.  Bwana BADE anachukua nafasi iliyoachwa wazi na Bwana Harry KITILYA ambaye alistaafu tarehe 14 Desemba,2013.


    Kabla ya uteuzi huo, Bwana BADE alikuwa Naibu Kamishna wa Mamlaka ya Mapato Tanzania tangu Septemba,2012 na baadaye kukaimu nafasi ya Kamishna Mkuu wa Mamlaka ya Mapato Tanzania tangia Bwana Kitilya alipostaafu.


    Kabla ya kujiunga na Mamlaka ya Mapato Tanzania, Bwana Rished BADE amewahi kufanya kazi katika maeneo mbalimbali yaliyompa ujuzi na weledi mkubwa kwenye mambo ya fedha na mapato kama ifuatavyo:-


    Ø  Oktoba, 1995 – Mei, 2000 – Mkaguzi wa Benki za Biashara, Benki Kuu ya Tanzania.

    Bwana Rished BADE ana Shahada ya Kwanza ya Bachelor of Commerce and Management ya Chuo Kikuu cha Dar es Salaam (1995); Shahada ya Master of Commerce in Banking and Finance ya Chuo Kikuu cha Sydney (1999), na ni Certified Public Accountant (CPA).


    Katika kumteua kuwa Kamishna Mkuu wa Mamlaka ya Mapato Tanzania, Mheshimiwa Rais ana imani kubwa kwa elimu, uzoefu na weledi alionao, Bwana Rished Bade kwa kushirikiana na watumishi wenzake, atatoa mchango mkubwa kwa Taifa kwa kuzidi kuimarisha Mamlaka hiyo na kuboresha utendaji wake na hivyo kuongeza mapato ya Serikali kwa faida ya Taifa.

    ABUJA, Nigeria, May 8, 2014/ -- Rasilimali za Afrika zenye utajiri mwingi zinatoa nafasi ya kipekee ya ufanisi katika uimarishaji wa maisha ya raia wa Afrika, yasema ripoti mpya kubwa iliyozinduliwa leo na Kofi Annan, Katibu Mkuu wa zamani wa Umoja wa Mataifa, lakini mara nyingi sana rasilimali hizi huporwa na maafisa wafisadi pamoja na wawekezaji wa kigeni. Aidha, Ripoti hii inaonyesha kwamba kuongezeka kwa ukosefu wa usawa vilevile kunaizuia Afrika isiikamate nafasi hii ya maendeleo.

    Ripoti hii ya 2014 ya Jopo la Maendeleo ya Afrika (http://www.africaprogresspanel.org), Nafaka, Samaki, Pesa: Kugharamia mageuzi ya Kijani kibichi na Samawati, inawahimiza viongozi wa kisiasa wa Afrika kuchukua hatua hususa sasa ili kupunguza ukosefu wa usawa kwa kuwekeza katika kilimo. Pia, inataka hatua ya kimataifa kuchukuliwa ili kukomesha kile kinachotajwa kuwa uporaji wa sekta za mbao na uvuvi.

    “Baada ya zaidi ya mwongo mmoja wa ukuzi, kuna mengi ya kushangilia,” Bwana Annan atawaambia viongozi wa kisiasa na wa kibiashara, wakati wa kuzinduliwa kwa ripoti hii katika mkutano wa Baraza la Kiuchumi la Ulimwengu kwa Afrika (World Economic Forum for Africa). “Lakini ni wakati wa kuuliza kwa nini ukuzi mkubwa wa jinsi hii haujasaidia hata kidogo kuwainua watu kutoka katika umasikini na kwa nini utajiri mwingi wa Afrika umeharibiwa kupitia mazoea ya ufisadi na uwekezaji usio mnyoofu.”#

Naftal Singwejo akieleza kwa waandishi wa habari kuhusu mfumo mpya wa kielektroniki utakaotumika katika kutoa huduma ya mafuta kwa magari ya Serikali na mitambo ili kuongeza tija katika utoaji wa huduma hiyo kwa Taasisi ,Wakala na Wizara zote .kushoto ni Mkurugenzi Himili Biashara Bw. Malik Aram.

    Serikali yaanza kutekeleza mradi wa kufunga mfumo wa kielektroniki kujaza mafuta magari na mitambo ya taasisi za Umma ili kuongeza tija katika utoaji huduma hiyo kote nchini. Hayo yamesemwa na Mkurugenzi wa Uendeshaji wa wakala wa Huduma ya Ununuzi Serikalini (GPSA) bw. Naftal Singwejo wakati wa mkutano na waandishi wa habari leo jijini Dar es salaam.

    Akifafanua Singwejo amesema mradi huo utashirikisha Wizara,Taasisi zote za Umma,Wakala na Idara zinazojitegemea ambazo kwa mujibu wa sheria ya ununuzi wa Umma na 7 ya Mwaka 2011 sura ya 410 kifungu cha 56 zinatumia huduma hiyo toka kwa wakala huo.

    “Hatua za awali za utekelezaji wa mradi huu zitahusisha kufungwa kifaa maalum (identification tag) katika mlango wa tanki la gari au mtambo “alisema Singwejo Akizungumzia faida za mfumo huo, Singwejo alisema hakutakuwa na mfanyakazi (Pump Attendant) wa kuweka mafuta katika gari au mtambo na hivyo huduma hiyo itapatikana kwa haraka na hivyo kuongeza tija.

    Faida nyingine ni kuwa taarifa ya matumizi ya mafuta ya chombo cha umma itapatikana kwa wakati kwa njia ya mtandao na hivyo maamuzi sahihi kufanyika juu ya matumizi ya mafuta kwa chombo husika.

    Aidha, Singwejo alibainisha kuwa mfumo huo utaondoa kabisa udanganyifu wa matumizi ya mafuta katika magari na mitambo kwa taasisi za umma na kutoa nafasi kwa chombo kilichodhibitika tu kuweza kupata huduma ya mafuta.

    Naye Mkurugenzi Himili Biashara Bw. Malik Aram alisema kuwa mfumo huo ni wa kisasa ambao unatumika katika nchi zilizoendelea na majaribio ya mfumo huo hapa Tanzania yatafanyika katika kituo cha Kurasini mwishoni mwa mwezi Julai, 2014 ambapo hadi sasa mfumo huo umeanza kusimikwa katika kituo hicho.

    Bw. Malik aliongeza kuwa baada ya kukamilika kwa mfumo huu katika kituo cha Mafuta cha kurasini katika mwaka huu wa fedha katika mwaka ujao wa fedha mfumo huo utafungwa katika Mikoa ya Arusha, Dodoma, Iringa, Mbeya, na Mwanza.

    Serikali ilianzisha wakala wa Huduma ya ununuzi Serikalini (GPSA) ili kudhibiti matumizi ya fedha za umma yanayofanyika kupitia ununuzi wa vifaa mbalimbali na mafuta kwa ajili ya magari na mitambo ya umma, hivyo mfumo huu ni moja ya hatua za utekelezaji wa mpango huo kamambe wa kuwa na matumizi ya rasilimali za umma wenye tija.

    Jiji la Abuja, ambao ndilo makao makuu ya nchi ya Nigeria, lipo katikati ya nchi hiyo kubwa na tajiri yenye utajiri mkubwa wa mafuta na gesi. Mji huu ulijengwa miaka ya 1980, na ukatangazwa rasmi kuwa makao makuu ya nchi December 12, 1991, kuchukua nafasi ya jiji la Lagos, ambalo linabakia kuwa ni jiji lenye wakazi wengi kuliko sehemu yoyote katika Nigeria. 
    Kama ilivyo ada, Abuja limekua siku hadi siku huku likishuhudia ongezeko kubwa la watu kiasi cha serikali kulazimika kuanza kujenga miji ya pembeni (satellite cities) katika maeneo ya Karu, Suleja, Gwagwalanda, Lugbe, kuje na sehemu zingine ndogondogo ambako mji huo unaelekea.
    Inakadiriwa mji wa Abuja una wakaazi takriban milioni tatu, hivyo kuwa mji wa nne wa Nigeria wenye wakaazi wengi, wa kwanza ukiwa Lagos (milioni 21), Kano na Ibadan. Inasemekana mwaka 2006 Lagos ilikuwa na watu milioni 17.5, kwa mujibu wa sense iliyofanyika mwaka huo. Kwa sasa, ongezeko la watu likiwa asilimia 3.2 kwa mwaka, jiji hilo sasa lina wakaazi milioni 21. 
    Kwa Tanzania, jiji la Dar es salaam lina wakaazi 4,364,541 kwa mujibu wa matokeo ya sense ya watu na makaazi ya mwaka 2012. 
    Jiji  la Dar liliacha kuwa na hadhi ya makao makuu ya nchi mwaka 1974, na mji wa Dodoma kuchukua nafasi hiyo. 
    Historia ya mji wa Abuja  inaanza miaka ya 1970 wakati wa migogoro ya kidini na kikabila ilipokuwa kileleni. Ndipo mikakati ikawekwa kuwa na makao makuu ya nchi katikati ya nchi ambapo patakuwa huru na rafiki kwa kila upande unaopingana. 
     Sababu ingine ya kuhamishia makao makuu hapo Abuja ambako awali palikuwa na kijiji kidogo na misitu, ni msongamano kutokana na wingi wa watu katika jiji la Lagos. 
    Mpango uliotumika ni kama ule wa Brazil ambao walichagua kujenga makao makuu yake Brasilia, kutoka Rio de Janeiro. Jiografia ya Abuja inajengeka kuanzia mwamba mkubwa uitwao Aso Rock, wenye ukubwa wa mita 400. 
    Mji huu pia una sifa za kuwa mji uliopangika kwa ubora wa hali ya juu , tajiri na ghali sana kuishi barani  Afrika.

    eneo la ujenzi wa tuta la barabara ya kuingilia kwenye Kivuko cha Kilombero ambayo imebomolewa na maji ya mafuriko ya mvua na kusababisha magari kushindwa kupita eneo hilo ambalo lina urefu wa mita 65 na kipande kikubwa kubwa ni mita 30 kama walivyokutwa Mei 5, 2014 eneo hilo.

    The Climate Service Adaptation Programme Stakeholders’ Consultation Workshop on Global Framework for Climate Services (GFCS) in Tanzania is taking place in the United Republic of Tanzania from 7th-9th 2014, at Giraffe Ocean View Hotel Dar es Salaam. The GFCS Programme aims to build resilience in disaster risk management, food security, nutrition and health in the country.

    The programme is being supported by the Royal Government of Norway starting with Tanzania and Malawi. This is to help African countries adapt to changing climate and to increase resilience to droughts and floods and other weather and climate extremes.

    This Programme is a mult-agencies and cross sectoral initiative involving seven (7) partner organizations, these include the World Meteorological Organization (WMO), CGIAR Research Programme on Climate Change Agriculture and Food Security (CCAFS); Centre for International Climate and Enviromental Research- Oslo (CICERO); Chr. Michelsen Institute (CMI); International Federation of Red Cross and Crescent Societies (IFRC); World Food Programme (WFP); and World Health Health Organization (WHO).
