    The current debate on dual citizenship in Tanzania has come to a crucial juncture now that the Constitutional Assembly has begun deliberations on the draft constitution.
    Tanzanians are eagerly following-up developments emanating from Dodoma, particularly on issues that concern them the most,  and one topic of contention that directly touches millions Tanzanians in the diaspora is that of dual citizenship.
    The basis of apprehension by those who oppose dual citizenship ought to be acknowledged and even appreciated by supporters of dual citizenship who must take the responsibility of addressing those concerns.
    One fair question that has been thrown at the proponents of dual citizenship is why do Tanzanians become citizens of other nations if they truly value Tanzanian citizenship?
    Acquiring citizenship of any nations comes with rights, privileges and responsibilities. It is this broad reality that compels Tanzanians to acquire foreign citizenship but in their minds and hearts there is a clear conscience that that they are citizens of their native country as well as that of the hosting nation even though this may not be the case from legal perspective. In places like Europe or the United States, regardless of whether an individual is a citizen of a hosting country, he or she will normally proudly claim his/her nativity and will be recognized as such. As a matter of fact,it is not uncommon for a people to state that they are Irish or Italian or Scottish or Nigerian when in fact they are also US citizens or citizens of some European countries and possibly third or fourth generation migrants. Dual citizenship willnot diminish one’s identity as a Tanzanian; it will instead enrich it and add to the diversity of the nation.
    Just to cite one legal benefit of dual citizenship to an individual, citizenship vs. legal residence in a country like the United States could mean the difference between qualifying for probation vs. deportation for the same conviction. It could mean getting government assistance in a foreign country in times of distress vs. neglect.
    National Security; The intelligence community or psychologists have never floated any theories suggesting that citizens with dual citizenship pose a greater threat to national security than those with a single nationality. Obviously one does not have to be a dual citizen to blow up buildings or sabotage infrastructure or the economy. There is absolutely no evidence to suggest that people with dual citizenship are more susceptible to committing treason or any acts that would jeopardize national security.
    Even major powers like the United States and Canada have policies and programs in place to attract foreigners and there is path towards full citizenship while the immigrants maintain their original nationalities.  These immigrants and their off-springs contribute both in the private sector and in government and some go as far as holding key public offices that require rigorous security and background checks.
    One concern of opponents is that a person with dual nationalities can easily commit a crime in Tanzania and easily get away with it by simply leaving the country. This could not be further from the truth because governments around the world, particularly in the developed world, typically have laws to prosecute their citizens even for crimes committed beyond national borders. For example, with The Foreign Corrupt Practices Act of 1977, an American citizen accused of corrupt practices outside the United States can be prosecuted in the United States. Similarly, the Prosecutorial Remedies and Other Tools to End the Exploitation of Children Today Act (PROTECT Act) and the Trafficking Victim's Protection Reauthorization Act. These laws carry penalties of up to 30 years in prison for engaging in child sex tourism.
    These are a few examplesto demonstrate that in the developed countries where the majority of the Tanzanian diaspora reside there are  legal tools that provide an extra layer of disincentive for criminal practices, an extra layer that does not apply to non-dual citizens.
    Loyalty; it has been argued by opponents of dual citizenship that dual citizenship would bring to question one’s loyalty. Loyalty must not be equated to being blind.A good and intelligent citizen who is faithful to his nation should never unconditionally support any government by virtue of being a citizen, but instead one must have the political maturity to support or oppose governments and policies on the basis of reasoning and rationale even it means taking a position against one’s close friend or relative.
    Decent human beings must be guided by principles and must be willing to criticize their own governments if such governments have erred. An intelligent person cannot be a blind and unconditional follower; it is this kind of intellectual disposition that brings about positive change in a society. In December 2013 the Washington post conducted polls that showed 66% of Americans are opposed to government agencies collection of phone and internet data, does this make Americans disloyal? Towards the end of 2013 CNN television and ORC international conducted another survey that showed 82% of American public opposed the war in Afghanistan, does it make them less loyal Americans? Obviously not, this is democratic and political maturity. Loyalty and patriotism must be gauged by what one does or intends to do for his country not how many passports he legally possesses.
    Those who oppose dual citizenship ought to understand that such a stance does not improve national security; it does not prevent a member of the diaspora community from investing in Tanzania because one can legally invest under the names of trusted relatives. Preventing dual citizenship is detrimental to the nation because it encourages proxy dealings and undermines transparency. It is an open secret that Tanzanians who have legally lost their citizenship do acquire properties in Tanzania in ways that are limited only to citizens. They are concerned about the welfare of the nation just like other citizens and pretty much conduct themselves like any other Tanzanian. It is time that the reality is acknowledged, managed and given legal stature that is long overdue.
    Opponents of dual citizenship ought to remember that the diaspora community is not made up of aliens; the community is composed of your neighbors, friends and relatives who are more than happy to invest their resources and experiences to build Tanzania. At this very important time in the country’s history, Tanzanians must shun from political trivialities and be on the right side of history by embarking on a new path in which the country can take full advantage of its people abroad, including looking into the possibility of demanding taxes from its citizens abroad.
    The diaspora community is keen on investing and contributing to national development and is hopeful that the Constitutional Assembly will work towards creating the right environment.
    I would like to end by expressing my sincere gratitude to Minister Bernard Membe for his unweary efforts to educate the Tanzanian public on the importance of dual citizenship to building a stronger Tanzania.

    The EAC Secretary General Amb. Dr. Richard Sezibera make his remarks
    East African Community Secretariat, Arusha, Tanzania, 19 March 2014: A two-day workshop themed Cross Border Local Economic Development-Synergy Perspectives for Joint Action between Local Governments and Regional Integration Organizations in EAC and West African Economic and Monetary Union (Union Economique et Monétaire Ouest Africaine - UEMOA) is underway at the Mt. Meru Hotel in Arusha, Tanzania.

    The workshop's core objective is to deepen the exchange of experience between East and West African delegates from regional, national and local levels and institutions on regional integration, cross-border cooperation and associated opportunities and challenges for local governments, communities and businesses.

    Officiating at the workshop yesterday, the Secretary General of the East African Community, Amb. Dr. Richard Sezibera said EAC and UEMOA share the same belief that effective implementation of the regional agenda will steer the regions to greater heights of regional and international competitiveness, bring about faster and robust socio-economic development and boost the welfare and prosperity of their people.

    Kufuatia hatua ya Ubalozi wa Tanzania nchini Uingereza kuunda kamati ya muda (Tanzania UK Diaspora Task Force) itakayosimamia maandalizi ya Mkutano wa Diaspora mwaka huu 2014, tunapenda kuwasilisha majina ya wajumbe wa kamati hiyo kwa Watanzania waishio Uingereza.

    Kamati hiyo itakuwa chini ya Uenyekiti wa Bi Mariam Kilumanga akisaidiwa na Bw. Cleopa John katika nafasi ya Katibu. Aidha Bi Maxine Brown atashughulikia mawasiliano kati ya kamati na watanzania waishio nchini Uingereza.

    KAMATI ya Utendaji ya Chama cha Waandishi wa Habari za Michezo Tanzania (TASWA) iliyokutana jijini Dar es Salaam wiki iliyopita ilikubaliana kufanya mabadiliko makubwa katika Tuzo za Wanamichezo Bora Tanzania zinazotolewa kila mwaka na TASWA.
     
    Kikao kilijiridhisha kuwa tuzo za TASWA zina heshima kubwa na wanamichezo hapa nchini wanazithamini na kuzitegemea kuliko tuzo za aina nyingine zozote.
     
    Lakini kikao kilikubaliana kuwa pamoja na hayo bado kuna changamoto mbalimbali kuhusiana na tuzo hizo, hivyo kuna haja ya kuhakikisha zinaboreshwa zaidi ya ilivyo sasa.
     
    Kutokana na hali hiyo, kikao kiliunda Kamati Maalum ya watu 12 Kusimamia Tuzo hizo, ambayo itakuwa chini ya uenyekiti wa Mjumbe wa Kamati ya Utendaji ya TASWA, Rehure Nyaulawa ambaye pia ni Mkurugenzi wa Redio 100.5 Times FM na ina wajumbe wengine 10 ambao si viongozi wa TASWA, lakini ni waandishi wazoefu wa habari za michezo, hivyo tunaamini wataleta ufanisi.
     
    Jukumu la kamati hiyo pamoja na kuandaa mchakato wa upatikanaji wa Wanamichezo Bora wa Tanzania mwaka 2013 na kupanga tarehe ya kufanyika tuzo hiyo mwaka huu, lakini pia imepewa mamlaka ya kutazama mfumo wa tuzo ulivyo na ikiwezekana kuubadili kwa namna itakavyoona inafaa kwa maslahi ya chama na maendeleo ya michezo kwa ujumla.
     
    Ni nia ya Kamati ya Utendaji ya TASWA kuona tuzo inakuwa bora na ambayo wadau wa michezo wataendelea kuiheshimu kwa kila hatua. Hivyo kuamua kuipa kamati hiyo mamlaka ya kuamua mambo ya msingi katika kuiboresha kwa mipango ya muda mfupi na mrefu.
     
    Licha ya Mwenyekiti Nyaulawa, wengine walioteuliwa kuunda kamati hiyo na vyombo vyao katika mabano ni Elizabeth Mayemba (Mwandishi wa Majira), Amour Hassan (Mhariri wa habari za Michezo-Nipashe), Dominick Isiji (Mhariri wa michezo-The African) na Rais wa Chama cha Gofu Wanawake Tanzania (TLGU), ambaye pia ni mwandishi wa habari za michezo wa gazeti la Daily News, Mbonile Burton.
     
    Wengine ni Mahmoud Zubeiyr (mmiliki bongostazblogspot), Athanas Kazige (Mwandishi Uhuru), Suleiman Jongo (Mwandishi-Citizens), Angela Msangi (Mwandishi TBC1) na Cosmas Mlekani (Mwandishi-Spotileo) na Tulo Chambo ambaye ni Mjumbe wa Kamati ya Utendaji ya Chama cha Riadha Tanzania (RT) na pia Mhariri wa habari za michezo wa gazeti la Tanzania Daima.

    Naibu Waziri wa Fedha (Sera) Mhe. Mwigulu Nchemba akijibu maswali mbalimbali katika Bunge la Pamoja la Afrika, Karibiani na Pacific (ACP) na Jumuiya ya Ulaya leo jijini Strasbourg Ufaransa. 

    Naibu Waziri wa Fedha Mhe. Mwigulu Nchemba (katikati) akipitia hotuba yake kabla ya kuhutubia Bunge la Pamoja la Afrika, Karibiani na Pacific (ACP) na Jumuiya ya Ulaya leo Strasbourg Ufaransa.  Mhe. Mchemba anaongoza ujumbe wa Tanzania katika kikao hicho na ameitaka Jumuiya ya Ulaya kuacha kushinikiza nchi za ACP kuweka sahihi Mikataba ya Ubia wa Biashara ambayo haina tija kwa nchi za ACP. Kulia ni Balozi wa Tanzania Jumuiya ya Ulaya Dr. Diodorus Buberwa Kamala na kushoto ni Bi. Raymold Dominic Naibu Katibu Mkuu wa Sekretarieti ya ACP anayesimamia masuala ya siasa.

    KATIBU wa CCM Mkoa wa Iringa Hassani Mtenga amekanusha chama hicho kuhusishwa na waraka aliodai umesambazwa na Chadema ukihusu mchanganuo wa matumizi ya Sh Milioni 560 katika uchaguzi mdogo wa jimbo la Kalenga.

    Alisema propaganda za kisiasa za wapinzani ndio chanzo cha waraka huo kusambaa na kuwaonyesha waandishi wa habari sahihi kamili ya Naibu Katibu Mkuu wa CCM  Mwigulu Nchemba anayesemekana alisaini waraka huo.

    "Kwanza kuna kosa hawa wenzetu wanafanya, waraka huo una anwani ya Katibu wa CCM Mkoa wa Iringa lakini chini unaonekana umesainiwa na Naibu Katibu Mkuu wa CCM Mwigulu Nchemba, sahihi ambayo imegushiwa,” alisema Mtenga


    Katika waraka huo wenye kichwa cha habari kinachosema ‘Malipo ya kamati mbalimbali kwenye ushindi wa jimbo la Kalenga, umeidhinisha fedha hizo zitolewe kwa viongozi mbalimbali kama walivyoomba oili zitumike katika kampeni za jimbo.


    Waraka huo unaonyesha kuwa CCM wametumia kiasi cha shilingi milioni 560 kwa ajili ya timu ya ushindi wiki hii ya mwisho ya kampeni, fedha hizo zimetumwa kutokana na tathimini yenu kuwa ni hali mbaya kwetu kwa barua yenu yenye  kumb Namba  CCM/IR/VOL11/096.

    “Hakikisha kiwango hiki kinwafikia  walengwa wote wafuatao kwa uwiao tuliokubaliana kulingana na maeneo yao na wao wazigawe kwa mabalozi wetu kwenye kila kitongoji na kata apewe Balozi Sh850,000, Mama Galinoma Sh Milioni 80, Mama Ray (Ulanda) Sh Milioni 60, wenyeviti wa kata wa CCM kila mmoja Sh Milioni 20, makatibu wa kata kila mmoja Sh Milioni 8, makatibu wenezi CCM kila mmoja Sh Milioni 14 na Kamati ya ushindi Nzihi Sh Milioni 108,” sehemu ya waraka huo inasema.

    Mtenga alisema lengo la kusambazwa kwa waraka huo lilikuwa kuwaaminisha wapiga kura wa Kalenga kwamba kuna fedha zimetolewa na CCM kwa ajili yao lakini zimeliwa na watu wanaotajwa katika waraka huo.

    Alisema kuna kila dalili kwamba waraka huo uliandaliwa na Chadema kwa lengo la kuwarubuni wananchi wa jimbo la Kalenga wakose imani na CCM.

    Wakati huo huo CCM kimempa siku 7 Kamanda wa Polisi wa Wilaya ya Iringa, OCD Sifael Pyuza kuwataka radhi kwa madai ya kuwadhalilisha katika ofisi za chama hicho mkoani hapa baada ya kuwafanyia uchunguzi bila kuwa na kibali maalum.

    Kamanda Pyuza anatuhumiwa na chama hicho kukihusisha na mchezo mchafu wa siasa kwa kuficha watu ndani ya jengo la ofisi yake waliokuja katika uchaguzi mdogo wa Kalenga uliofanyika machi 16 na ccm kuibuka kidedea.

    Katibu wa CCM Mkoa wa Iringa, Hassan Mtenga aliyasema  hayo jana wakati akizungumza na waandishi wa habari ofisini kwake kuwa , Machi 16 mwaka huu kamanda huyo alituma makechero wa jeshi hilo katika ofisi za CCM za mkoa wa Iringa waliotumia mabavu kupekua ofisi moja baada ya nyingine bila kuwa na kibali halali.

    Alimtaka kamanda huyo kuwaomba radhi baada ya tuhuma yake dhidi yao kubainika haina ukweli.

    na chama cha mapinduzi hakiwezi kukaa kimya kwa udhalilishaji huu uliofanywa na mkuu wa upelelezi wa wilaya kwa sababu jambo hilo ni sawa na kukiingiza chama cha mapinduzi katika kashfa ya mchezo mchafu wa kisiasa.

    Kwa upande wake Kamanda wa Polisi wa Mkoa wa Iringa, Ramadhani Mungi alisema hana taarifa yoyote kuhusiana na madai ya chama hicho lakini yupo tayari kuyapokea na kuyafanyia kazi.
