    The African Union (AU) programme for governance assessment-the Peer Review Mechanism (APRM) Tanzania chapter has urged for views of the people to prevail on the final document of the Constitution.

    The APRM has also hinted that it is reviewing the just released document to see whether there are some issues that need to be enhanced so that the country finally get its final document that would lead Tanzania into a more prosperous and peaceful country in the future.

    That was said in Dar es Salaam yesterday at the Dar Salaam International Trade Fair by APRM Tanzania Head of Media and Communications, Mr. Hassan Abbas when he was responding to a query from a section of the press.

    “While our findings in the APRM report are clear that most Tanzanians wanted the new constitution process to start, now the wish has been granted. In my opinion I think it is the people who will have to dictate on crucial matters in each item that has been proposed in the released draft constitution,” he said.

    Asked on the controversial Union structure proposed by the Constitution Review Commission, Mr. Abbas who is also a trained lawyer said APRM as governance monitoring Mechanism is conducting its own review of the released draft to take stock of the main issues that were recommended in its report and what has been included in the Commission’s document.

    “The constitution review is a mandate of the Commission; APRM cannot interfere with any of the activities of the Commission. But as an advisory Mechanism on governance issues in the country, we always consult relevant institutions when there are APRM issues that need to be given attention.

    “Regarding the structure of the Union, the views of the people in the APRM report were also so diverse. On this basis APRM cannot have its own opinion or stance on the matter but when we met the Constitution Review Commission our submission was that people’s views should prevail. This remains our position even now that the first draft is out,” he said.

    He said that APRM Tanzania hopes the formed constitutional councils will help to refine the document including the issue of Union structure. He urged few Tanzanians appointed or elected to participate in the forums to do their job with a view of making a a better Tanzania.

    Tanzania joined the APRM since 2004 and is scheduled to present its final report in Addis Ababa, Ethiopia at the end of January, 2013 for consideration before an AU/APRM Forum of Heads of State and Government.

    33 out of 54 African countries have acceded to the Mechanism and are at different stages of implementation. The APRM review process is conducted every after four years.

    Uongozi wa Kampuni ya Reli Tanzania –TRL unasikitika kuwataarifu wananchi na wakazi wa jiji kwa jumla kuwa huduma ya treni ya jiji haitokuwepo kwa muda wa siku 2 kuanzia leo Julai 8, 2013 kutokana na hitilafu kubwa katika  kichwa kimojawapo cha treni hiyo.

    Uamuzi huo unatokana na sababu za kiufundi unaosimamia uendeshaji wa huduma hiyo jijini.
    Kwa utaratibu huduma hii huendeshwa kwa kutumia vichwa vya treni vitatu ambapo viwili uhudumia moja kwa moja na cha tatu huwa cha akiba . Kuanzia siku ya Jumamosi ambapo huduma haikuwepo, kichwa cha tatu kiligundlika kuhitaji matengenezo makubwa na kupelekwa katika karakana yetu ya Morogoro.

    Kutokana na utaratibu tulioainisha hapo awali kukosekana kichwa cha dharura ’standby’ kunalazimisha tusitishe huduma kwa muda. Hata hivyo Wahandisi na Mafundi wa Karakana yetu Kuu Morogoro wanatarajia kukamilisha kazi hiyo kabla ya siku ya Jumatano na hivyo kutoa fursa huduma hiyo kuanza tena siku ya  Jumatano Julai 10, 2013.

    Uongozi wa TRL unawaomba radhi wakazi wa Jiji na kuwataka kuwa na uvumilivu wakati huu wa ukarabati  kichwa cha treni unaoendelea na kwamba muda sio mrefu Wanareli wa TRL  watafanya kila linalowezekana kuirejesha huduma hii walioizoeya.

    MKUU wa wilaya ya Ilala Raymond Mushi amewasisitiza wadau mbali mbali kuwekeza katika mpira wa miguu kwani hutoa ajira nyingi kwa vijana na kuwafanya wajipatie kipato.

    Akiongea na waandishi wa habari baada ya kufunga mashindano ya Bonnah Cup yaliyoandaliwa na diwani wa kata ya Kipawa Bonnah Kaluwa, Mkuu wa wilaya alisema kuwa kwa miaka ya sasa mpira umekuwa kimbilo kubwa la ajira kwa vijana kwani huweza kuwasaidia kujiingizia kipato.

    Mushi alisema kuwa pamoja na wadau kuwekeza katika mpira wa miguu, Tanzania itaweza vile vile kukuza vipaji ambavyo huwa vinapotea.

    “Tanzania tuna vipaji vingi sana vya mpira wa miguu, tatizo ni vipaji hivyo kuvumbuliwa hivyo nawaombeni wadau mbali mbali kutoka sekta zote kujitokeza kuweza kuwekeza katika tasnia hii, ambapo tutawezesha vijana wetu kujipatia ajira,” alisema

    Timu ya Stakishari kutoka Mogo iliifunga timu ya Vipaji Halisi kutoka eneo la airport katika fainili na kukabidiwa kombe pamoja na kiasi cha shilingi laki tano, ambapo mshindi wa pili alipata kiasi cha shilingi laki tatu na mpira moja na mshindi wa tatu alipata shilingi laki moja na mpia.

    Jumla ya timu 20 kutoka katika kata ya kipawa zilishiriki katika mashindano hayo.

    Muandaaji wa mashindano hayo diwani wa kata ya Kipawa Bonnah Kaluwa alisema “Lengo kubwa ya kuandaa mashindano haya ni kuwaleta vijana pamoja iliwaweze kufahamiana na kushirikiana lakini pia kuinua vipaji vya vijana katika mchezo wa mpira wa miguu. Vijana wengi wanaocheze katika ligi hapa nchini wamechipukia katika kata ya Kipawa. “ Napenda kuendeleza na kukuza vipaji wa vijana iliwaweze kufikia kiwango cha juu zaidi katika mchezo huu”, alisema.

    Said Mkuwa, Mwenyekiti wa mashindano hayo aliongezea: “Tunamshukuru sana diwani kuandaa mashindano haya kwa ajili ya vijana, alisema “Nimefurahi kwamba mashindano yamekwenda vizuri tangu mechi za mwanzo hadi fainali na vijana wameshirikiana vizuri katika michezo yote”

    Wachimbaji wadogo wa madini ya Tanzanite wa Mji mdogo wa Mererani Wilayani Simanjiro Mkoani Manyara wameiomba Serikali kuipatia leseni kampuni ya kizalendo ya Tan Youth Mining Ltd,ili wauziwe zana za milipuko kwa bei nafuu.

    Wakizungumza leo mbele ya Kamati ya Kudumu ya Bunge ya Nishati na Madini chini ya Kaimu Mwenyekiti wake Anne Kilango Malecela,wachimbaji hao walisema kampuni hiyo ikipatiwa kibali na kufutiwa kodi watachimba madini kwa urahisi.

    Mmoja kati ya wachimbaji hao,Sokota Mbuya alisema kampuni hiyo chini ya Mkurugenzi wake,Mohamed Karia ingepatiwa kibali cha kuwasambazia wachimbaji wadogo zana za milipuko wangekuwa na unafuu mkubwa.

    “Kwanini mzalendo asipewe kibali cha kutusambazia zana,apewa mtu wa South Africa,ambaye hatusaidii chochote yaani inatusababisha twende hadi Nairobi Kenya kufuata zana za milipuko ya migodi,” alisema Mbuya.

    Hata hivyo,Kamishna Msaidizi wa madini kanda ya kaskazini,Benjamin Mchwampaka aliieleza Kamati hiyo kuwa kwa alishaidhinisha kampuni hiyo ipatiwe kibali hicho,ila kinachokwamisha ni makao makuu wizarani.

    “Kampuni hiyo ingeweza kuwasaidia wachimbaji wadogo kwa suala la milipuko na nilishasaini yote yanayonihusu,ila wizarani bado hawajasaini na alishahojiwa mpaka na kamati ya ulinzi na usalama ya mkoa ,” alisema Mchwampaka.

    Akizungumzia kuhusu hilo,Kaimu Mwenyekiti wa kamati hiyo,Anne Kilango Malecela aliwataka wachimbaji hao kuandika barua kwenye kamati hiyo wakutane na wizara mwezi ujao ili kampuni hiyo ipatiwe kibali hicho.

    On behalf of all the Smart Partners in the Movement, including HE Jakaya Mrisho Kikwete, President of Tanzania and CPTM Fellow, Global 2013 Host Patron & Adviser and His Colleagues, CPTM Chairman, Dialogue Resource Group, Joint Executive Group, Project Management Group, Joint Secretariat Teams, including CPTM Smart Partners' Hub, Global 2013 Joint Dialogue Conveners, Ambassador Sefue, Chief Cabinet Secretary of Tanzania and myself personally, we should like to express our shock, sympathy and compassion to Amos's family, NECF Patron, NECF Council Members and staff, as well as all Zimbabwean Smart Partners.

    The last message on my mobile from Amos says, "Mihaela, I am here in Dar es Salaam.  When and where is the JEG meeting to organise the briefings for the Dialogue sessions?"  This was on Thursday morning, 27th June.  Then he reported to the Joint Dialogue Resource Group briefing and, as usual, made exceptional contributions.  We will save that message to remind us what a Smart Partner is and what is a Smart Partners' Hub.

    Since I met Amos, who took the joint leadership of NECF forward, all the Smart Partners, including me, have always been able to refer to Amos as the main successful example and point of reference in the Smart Partnership Movement of how to maintain and develop a National Smart Partnership Hub.  He always openly shared the NECF's activities with the Smart Partnership Movement.

    Amos, as Head of NECF, became an honest broker of policy options, a Smart Partnership network builder, a super-node, which made him extraordinarily effective in influencing and delivering what was going on.  He had an open mind, he was always informed and able to facilitate deliberative, purposeful and impartial dialogues.  He was always seeking to create limitless opportunities the Smart Partnership way in Zimbabwe as well as in the Smart Partnership Movement more generally.

    Amos will always be remembered for being the Smart Anchor of all the Smart Partners' Hubs, in particular throughout Southern Africa, and a leading example of Smart Values, Ideas and Delivery in the Commonwealth and beyond.  The evolving Smart Partnership Movement Spiral of Dialogues and achievements since 1995 owes a great deal to Amos's emotional and intellectual driving force.  We owe him the debt of continuing in the same spirit.

    We dedicate the most successful outcome and way forward of the 21st Smart Partnership International Dialogue in Dar Es Salaam to Amos and his colleagues in NECF, Zimbabwe, on whom we rely for taking forward the Smart Partnership Movement in 2014 in South Africa and beyond.Additionally on behalf of the Smart Partnership Movement we would like to thank the Tanzanians, especially HE Jakaya Mrisho Kikwete, President of the United Republic of Tanzania and all of the medical team who treated him.

    We would like also to thank all Smart Partners/Members who willingly gave their urgent assistance as well as Zimbabwe's Ambassador to the Republic of Tanzania,  Major-General Edzai Chimonyo.  We thank the Lesotho Smart Partners' Hub for representing Southern Africa and the Smart Partnership Movement as a whole at the funeral service.
